The Delaware Energy Assistance Program (DEAP) is a federally sponsored program that helps with the state’s utility assistance programs. It assists low-income households in paying the costs of their home’s energy consumption. On the basis of a contractual arrangement, the Division of State Service Centers (DSSC) administers this program in collaboration with Catholic Charities, Inc. The funding is provided through the Low-Income Home Energy Assistance Program (LIHEAP), which is administered by the United States Department of Health and Human Services (HHS). Families that qualify for DEAP services receive cash support to help them fulfill their household energy needs.


Fuel Assistance

Assistance with Delaware residential energy bills from October 1 to March 31. This comprises payments to income-eligible households to assist with the cost of home heating, including electricity, natural gas, oil, kerosene, propane, coal, and wood. Both homeowners and renters are eligible for grants.

Hardship AssistanceHardship Assistance

This component aids households in crisis during the winter months by providing a supplement to their fuel assistance payment in the form of a grant. In addition to meeting income requirements, households must demonstrate a crisis (i.e., shut-off notice, out of fuel, no money to pay for fuel).

Summer Cooling Assistance Program (SCAP)

During the summer months of June through August, this program helps pay for the power needed to cool households with air conditioning. Some populations may be eligible to receive a room-sized air conditioning unit in addition to a subsidy to mitigate the high cost of electricity to cool a home.

Who is eligible to take part in this program?

To qualify for this assistance program, you must be a Delaware resident and establish that you are in need of financial assistance with the costs of maintaining your house.

If a person participates in or has family members who participate in certain other benefit programs, such as SNAP, SSI, or TANF, that individual automatically meets the qualifying requirements for other programs.

To qualify, your household’s annual gross income must be less than the following amounts, before taxes are deducted:
