Connecticut Weatherization Assistance Program
The State of Connecticut has recently been in the limelight with one of the highest utility rates in the country. According to a recent study, the average residential electricity rate in Connecticut is 25 ¢/kWh, which is 40% higher than the national average rate of 18 ¢/kWh. This has placed tremendous pressure on low-income households who are struggling to pay utilities. This is where weatherization comes in.
The Weatherization Assistance Program (WAP) of the United States Department of Energy (DOE) provides grants to states, territories, and some Indian tribes to improve the energy efficiency of low-income people’s houses. These governments, in turn, enter into contracts with local governments and charitable agencies to provide weatherization services to individuals who need to employ the most recent technologies for improvements to residential energy efficiency.

Who is qualified to seek aid from the Connecticut Weatherization Assistance Program?
You need to be a resident of Connecticut to be considered for participation in this benefit program. There is the option of providing preference to:
- Those who are older than sixty years
- Families in which at least one member has a disability (and preferably more) (and preferably more).
- households that include children (in most states)
If you are currently receiving Supplemental Security Income (SSI) or Temporary Assistance to Needy Families (TANF), you are immediately eligible for weatherization assistance under the DOE’s regulations (TANF).
Furthermore, to qualify for this aid program, your yearly household income (before taxes) must be less than sixty percent of the state’s median income:
